Porto Alegre wants municipal lottery to subsidize bus fares for needy students

The mayor of Porto Alegre/RS, Sebastião Melo, intends to create the municipal lottery to obtain, thanks to the proceeds from the game, resources to subsidize bus fares for needy students. The mayor asked the State Attorney General, Eduardo Cunha da Costa, for help in studying the legislation and indicating whether this is possible. As of Rio Grande do Sul state decided to recreate Lotergs, and Cunha da Costa studied all the legislation, Melo believes that the way is open.

With the end of the Union's monopoly for the exploitation of lotteries, states and municipalities are studying ways to create their own lotteries to serve social-oriented actions. In Porto Alegre, the mayor of the state capital, Sebastião Melo (MDB), wants bus tickets for needy students to be paid for by the municipal lottery.

If it is legally feasible, Melo will create the municipal lottery to obtain, with the games, resources for this purpose. The mayor asked the State Attorney General, Eduardo Cunha da Costa, for help in studying the legislation and indicating whether this is possible. As the State of Rio Grande do Sul decided to recreate Lotergs, and Cunha da Costa studied all the legislation, Melo believes that there is a possibility of carrying the project forward.

“I am in favor of legalizing gambling. Enough of hypocrisy. The jogo do bicho is prohibited, but people bet. I want to create the municipal lottery,” said the mayor.

On Thursday (19) this week, Melo received in his office the manager of Global Partnerships at Connected Places Catapult, Guilherme Johnston. From Porto Alegre and now based in the United Kingdom, Johnston works in the innovation agency created by the British government to invest in sustainable projects in the areas of cities and transport.

“We've taken some steps to try to solve the public transport problem, but we need a consultancy to see which system works best in our city,” said Melo.
