Brazil’s DF Governor sent bill to Legislative Chamber to create lottery, asks for urgency

People from Brasilia may have new opportunities to try their luck to win the lottery in 2022. That's because the Government of the Federal District (GDF) sent a bill to the Legislative Chamber (CLDF) with the purpose of creating district lottery houses, which can be implemented next year if the proposal is approved by the House. Governor Ibaneis Rocha himself sent a letter to the president of the CLDF, Rafael Prudente, in which he asked that the proposal be considered as a matter of urgency.

Bill No. 2,312, of 2021, was developed under the support of a study selected by the Special Projects Department, where the private sector presented technical, economic-financial and legal feasibility analyzes for the realization, institution and operation of lotteries within the DF.

In the text of the bill, the local Executive highlights a decision of the Federal Supreme Court (STF), of September last year, which defines that the Union does not have exclusivity in the lottery service, extending to the states and the Federal District the competence for institution and exploration of activities related to the niche, provided that the parameters contained in federal legislation are complied with.

According to the Secretariat for Special Projects, a public-private partnership (PPP) will be made for the administration of the establishments. A tender should take place at the beginning of next year in orde to choose the company responsible for managing the establishments. The investment foreseen by the folder for the installation of these district houses is R$ 19.9 million (US$3.6m).

Game modes

Also according to the secretariat, the novelty should have different types of games. They are: instant lottery, prediction lottery, fixed-odds betting lottery and eSports.

 


Regarding betting places, the forecast is that there will be exclusive spaces for games and mixed establishments – that is, that offer other services and will add the sale of games, such as gas stations and the Post Office, for example.

Collection

The local Executive also argues that the Union, through Caixa Econômica Federal, has historically successfully operated lotteries nationwide. According to data from Caixa, in 2020, lotteries collected more than R$ 17.1 billion (US$3.1bln). According to the GDF, the Federal District Lottery will have the potential to finance and encourage local secretariats.

The amount collected from the lottery games will have the following purposes:

  • Payment of prizes and collection of taxes levied on the award;
  • Social security of the DF;
  • Funding the cost and investment of final activities considered socially relevant;
  • Coverage of costing and maintenance expenses for the operation of lottery games;
  • Sponsorship of sporting, cultural and leisure events.
  • To get off the ground, the project must still be approved by CLDF. The proposal will also go through commissions before going to plenary.
