Working Group on Gaming met with Brazil’s Federal Revenue Office

The coordinator of the Working Group of the Regulatory Framework for Gaming, deputy Bacelar (PODEMOS-BA) met with representatives of the Federal Revenue Office of Brazil to debate Bill 442/91, which legalizes the gaming sector in Brazil. The Undersecretary of Inspection, Jonathan José Formiga de Oliveira, recognized that the activity of betting and casinos exists all over the world, including in Mercosur countries, and that it is necessary to guarantee the collection and inspection of the activity.

In addition to the congressman, were also part of the meeting Sandro de Vargas Serpa, Undersecretary of Taxation and Litigation of the Federal Revenue Office; Jonathan José Formiga de Oliveira, Undersecretary of Inspection; Fernando Mombelli, General Coordinator of Taxation; Claudemir Rodrigues Malaquias, Head of the Center for Tax and Customs Studies; Cezar Ermilio Garcia de Vasconcellos, General Coordinator of Research and Investigation; Jose Carlos de Sousa Dias, Head of the Parliamentary Assessor; and the consultants of the Chamber of Deputies.

Deputy Bacelar informed about the procedure and the new topics proposed to the replacement of Bill 442/91 and reinforced the need for collaboration of technicians from the Federal Revenue Office in updating and improving the proposal.

“The meeting with the Federal Revenue Office ends the cycle of meetings with the control bodies in Brazil to discuss the updating of the project of the Regulatory Framework for Gaming. We have already met with the Attorney General's Office – PGR, Financial Activities Control Council – COAF, Federal Police and SECAP-ME. We understand that the contributions coming from the Revenue will be very important for the improvement of the bill,” said Bacelar.

The Undersecretary of Taxation and Litigation, Sandro de Vargas Serpa, said that the Bill needs to include control mechanisms and facilitate investigation to prevent money laundering.

“It doesn't mean that the Federal Revenue is against it, but it is just a concern with the control and inspection mechanisms,” said Tostes Neto.

The Undersecretary of Inspection of the Federal Revenue, Jonathan José Formiga de Oliveira recognized that the activity of gaming and casinos exists all over the world, including in Mercosur countries, and that it is necessary to guarantee the collection and inspection of the activity.

“I don't wear the clothes of prejudice, but we must be concerned to prevent the occurrence of illegal activities and that guarantees are established so that this activity is not used for illegal activities,” he commented.

After the intervention of consultants from the Chamber of Deputies, a new meeting was agreed between Federal Revenue technicians to present the preliminary draft of the text and suggestions for improving the bill.
