Brasilia published edict for studies of creation and operation of a state lottery

The Government of the Federal District (GDF) published this Monday (1), the notice for Procedure of Expression of Interest (PMI) of studies for the creation and operation of lotteries and games in the state. According to the Special Projects Secretariat, the first phase of PMI aims to receive documentation from interested companies, which will have up to 30 days to send the requested information.

The Public Notice for the Procedure of Expression of Interest for studies for the creation and operation of lotteries in Brasilia was published in the Official Gazette of the Federal District. Interested companies have up to 30 days to show interest, according to the terms of the announcement and after analyzing the material, the authorized companies will have, after the publication of the term, another 60 days for the development of the works.

The Federal Government already uses lottery and games, through Caixa Econômica Federal, whose revenue goes to the sports area and also to the Student Financing Fund (FIES). According to a recent decision by the Federal Supreme Court (STF), the federal government has the competence to regulate and establish the lottery system, but not the exclusivity of exploitation. According to Roberto Andrade, from the Special Projects Secretariat, the States, as well as the Union, need resources for the various expenses that make up the public sector, especially in this pandemic era.

"These values ​​can help social assistance entities, the areas of culture, amateur sports, public security, among many others lacking resources," explained the secretary.

According to him, “we must make it clear to the population that it is the studies that will define what is the best way to explore the lottery, whether through a PPP, or a concession, or even a bill. For now, it is an embryonic issue, but soon we will have a detailed project,”

First stage

The Expression of Interest Procedure is still in its initial phase. After expressing interest, companies will have a period of up to 60 calendar days, counted from the Term of Authorization, to present projects, surveys, investigations and studies to choose the one that best suits the reality of the Federal District. The project will also undergo population evaluation during a public hearing on the topic.

Only after this stage, the proposal goes for analysis by the Court of Auditors (TCDF). If no comments are made for changes to the content, the bidding may follow its normal procedure and then the Special Projects Secretariat dispatches the documentation to the public agency that will make the bidding process, if it is the model to be adopted.
