Due to lack of agreement, Health Lottery project vote is postponed

The Chamber closed the session this Thursday (29) without concluding the vote on the bill that creates Brazil’s Health Lottery to finance expenses with the Unified Health System (SUS) and the fight against COVID-19. The rapporteur, deputy Giovani Cherini (PL-RS), even presented a substitute, but the session was closed soon afterwards due to differences between parliamentarians over the text. Due to the impasse, the appreciation of the text, amendments and highlights to be discussed in next session, on Tuesday (4).

Authored by Deputies Capitão Wagner (Pros-CE) and Guilherme Mussi (PP-SP), the project, according to the version of the substitute presented, authorizes the Executive Branch to also create the Tourism Lottery, which would have a temporary character (until 31 December 2021) and would finance the sector.

The author himself, Deputy Captain Wagner, presented a substitution amendment of the same content as the original wording, therefore without the Tourism Lottery. This amendment was highlighted by his party, which asked for preference for its vote instead of the rapporteur’s substitute.

According to the bylaws, this vote must take place first for the Plenary to decide whether to vote on the amendment or the text of the rapporteur.

As long as the public health emergency decreed by the Ministry of Health due to the pandemic is in force, the Health Lottery's funds should be used exclusively in actions to prevent, contain, combat and mitigate the effects of the pandemic through the National Health Fund (FNS), which will also get the prizes not redeemed.
