Deputy Wagner explains new Health Lottery to finance actions to combat COVID in Brazil

In TV Chamber's 'Palavra Aberta' show, Deputy Capitão Wagner explains the purpose of the new proposed Health Lottery, which was approved by the Chamber and is now going to vote in the Senate. “There are senators already defending the approval of the Bill with agility. Especially because, as soon as it is approved, it goes to the Ministry of Economy and we will have a whole procedure to put this idea into practice,” said Wagner.

A Bill that created the Loteria da Saúde (Health Lottery) to finance actions to combat the pandemic of COVID-19 was submitted to the Senate. The proposal also provides for the creation of the Tourism Lottery, whose resources will finance the sector, but it will only function until December 31, 2021. The Bill (1.561/2020) was approved by the Chamber of Deputies on the 5th and is authored by Deputy Capitão Wagner (PROS / CE).

"I was very happy because some senators got in touch with me talking about the importance of the project and they are available to help even a possible improvement of the Bill in the Senate," he said.

As long as the public health emergency decreed by the Ministry of Health due to the pandemic is in force, the Health Lottery's funds should be used exclusively in actions to prevent, contain, combat and mitigate the effects of the pandemic through the National Health Fund (FNS), which will also keep the prizes not redeemed.

In the case of the Tourism Lottery, net income and prizes not redeemed will remain with the General Tourism Fund (Fungetur). During the emergency due to the pandemic, the money should be used exclusively for the granting of credit operations to the tourism sector in order to mitigate the economic impacts caused by the restrictions imposed in order to contain the spread of the disease.

The text approved by the Chamber is a substitute for the rapporteur, deputy Giovani Cherini (PL-RS), for Bill 1.561 / 2020, of deputies Capitão Wagner (Pros-CE) and Guilherme Mussi (PP-SP).
