Deputy calls for public hearing to discuss lotteries operated by states and municipalities in Brazil

The Chamber of Deputies' Committee on Finance and Taxation (CTF) approved this week the application by deputy Júlio César, who requested a public hearing to discuss a 2007 project that “authorizes federated states and the Federal District to explore lotteries.” Even admitting that the STF ended the federal monopoly, the deputy states that 'this is the ideal time and context for discussing the topic, and Commission is the most appropriate arena for the debate.'

Bill 472/07 has been in the Chamber of Deputies for almost fifteen years and was stopped due to legal questions about the constitutionality of Decree Law, published almost 50 years ago, which granted exclusivity to Caixa Econômica Federal in the exploration of lotteries.

As the STF decided that there is no monopoly for the exploitation of lotteries, authorizing states and municipalities to explore the activity, federal deputy Júlio César (PSD/PI) submitted a request for discussion of the topic at the CFT, stating in his request that the Finance and Taxation Commission is “the most appropriate arena for debate.”

The deputy requests the participation of representatives from Caixa Econômica Federal, the Brazilian Association of State Lotteries (ABLE) and the Association of Lottery Entrepreneurs (ALSPI).

The request was approved on May 26, when deputies Fábio Mitidieri (PSD/SE), rapporteur of Bill 472/07 at the Finance and Taxation Commission, and Sidney Leite (PSD/AM) signed the document.
