Senate votes today in Plenary project that creates Health and Tourism Lotteries in Brazil

The discussion and voting of Bill 1561/2020 that authorizes the Executive Power to create the Health Lottery is on the agenda for today's deliberative session in Plenary. It aims to finance actions to prevent, contain, combat and reduce the effects of the pandemic. Authored by federal deputies Capitão Wagner and Guilherme Mussi, the bill is reported in the Senate by Senator Weverton. The proposal also creates the Tourism Lottery, to help the sector.

Bill 1561/20, which creates the Health and Tourism Lotteries, was removed from the agenda of the September 11 session and a deadline for new amendments was opened. It returns to the plenary discussion today (Thursday 23), at the request of the rapporteur, Senator Weverton, so that there would be more discussions around changes to be included in the substitute, the main one being the withdrawal of time from lotteries. Initially, it was expected that it would last until the end of this year, while the senator wants it to be permanent.

In addition, the parliamentarian wants the player's CPF to be linked to the bet ticket, in order to help fight money laundering and be a benefit to the bettor, so that he receives the prize even if he loses the ticket.

According to the text approved by the Chamber, while the emergency of public calamity due to the pandemic is in force, the Health Lottery resources should be used exclusively in actions to prevent, contain, combat and mitigate the effects of COVID-19 through the National Health Fund (FNS), which will also keep the unredeemed prizes.

In the case of the Tourism Lottery, the net income and unredeemed prizes will remain with the General Tourism Fund (Fungetur). The Ordinary Deliberative Session is scheduled for 4 pm this Thursday and the voting of the Lotteries of Health and Tourism Bill is the second on the agenda.
