In charge of sports betting, secretary Gustavo Guimarães leaves Brazil’s Economy Ministry

Gustavo José de Guimarães e Souza has left the role of Secretary of Evaluation, Planning, Energy and Lottery of the Special Secretariat (Secap) of the Treasury and Budget. The measure was published in this Wednesday's edition (19) of the Official Gazette of the Union. The departure is registered as 'at the request' of the employee himself. He received an invitation to act outside the government. The secretariat has been debating the regulation of sports betting in Brazil and the new Lotex auction (instant lottery), among other topics.

Gustavo Guimarães assumed his position on May 31, 2021. In these seven months of work, the now former secretary was concerned with advancing in the regulation of sports betting that the market so much needs. Thus, the analyzes that promoted the change in taxation and distribution of the collection of sports betting (fixed quota) were finalized and the model of Brazilian legislation that was in accordance with the best international practices.

Guimarães had the virtue of always being willing to listen to the market to the point that during his tenure, he participated in various industry events such as BiS in Sao Paulo, and Secap itself launched a series of webinars on various topics such as eSports, casinos, regulation of lotteries and sports betting.

In a statement published on his professional profile on Linkedin, Guimarães explained the reasons for his departure, briefly described his step at Secap, and thanked his team of work, among others.

"For personal reasons, I am ending this period with the Ministry of Economy team. I am grateful for the unique opportunity, as a public servant and citizen, to have contributed intensely to the country's economic policy in recent years. It was extremely gratifying to participate in different projects always aiming at the prosperity of Brazil and Brazilians, whether in the former Ministry of Finance, or in the current Ministry of Economy, both in the Special Secretariat of Finance and, more recently, at the head of Secap," he expressed.

"I appreciate the engagement of peers and, above all, the dedication of the team, colleagues and friends, making sure that our public policies have advanced towards a future with more opportunities for all," concluded Guimarães' text.

The former secretary will be replaced on an interim basis by Fernando Serta Meressi, who is currently undersecretary for government planning, but had already been appointed as an eventual replacement for Guimarães a few months ago.
