Legislative Assembly approves creation of the State Lottery of Roraima

The deputies approved, in an extraordinary session, the Bill that creates the public service of Lottery in te Brazilian state of Roraima (Loterr), aimed at generating resources to finance socially relevant activities related to the promotion of social security, public safety, sports and encouragement to development of State. The proposal goes to the sanction of Governor Antonio Denarium (Progressives).

The project was authored by the president of the Legislative Assembly of Roraima, deputy Soldado Sampaio (PCdoB). In justifying the bill, the congressman emphasizes that the STF (Supreme Federal Court) broke the Union's monopoly on the exploitation of lottery games. The decision allows states to also explore this type of service as a source of alternative resources for federated entities, especially those facing financial difficulties.

"With the creation of the State Lottery, we have the possibility of expanding operations and investments made both in encouraging the primary sector and in promoting the industrial development of the State. It will also allow us to apply part of the resources in sports actions and modernization of the security forces," said Sampaio.

According to the bill, the Executive Power will be able to provide, directly or indirectly, in the form of article 175, of the Federal Constitution, the services inherent to the State Lottery, through concession preceded by public competition.

States such as Paraná, Maranhão, Rio de Janeiro, Minas Gerais and Amazonas have already legislated the matter.

Destination of resources

If the bill is sanctioned, 40% of the funds raised from betting or selling lottery tickets, physically or online, will be used for the payment of prizes and the collection of income taxes levied on the prize, and 39% for costing and maintenance coverage of Loterr's operating agent.

Then, 10.2% will be allocated to the State Social Assistance Fund, 4.2% to the State Sports Incentive Fund, 3% to the Industrial Development Fund of the State of Roraima, 1.2% to the Economic Development Fund and for the State of Roraima, 0.6% for the Fire Department Re-equipment Fund, 0.6% for the Civil Police Modernization, Maintenance and Development Fund, 0.6% for the Police Re-equipment and Improvement Fund Military and 0.6% for the State Public Security Fund.
