“Approval of gaming and casinos is excellent news for the Brazilian macroeconomy”

In an opinion article on the approval by the Deputies Chamber of Bill 442/91 that legalizes gaming in Brazil, Bruno Omori, president of IDT-Cema, highlights the victory as a historic milestone for the country's macroeconomy. “Bingos and clandestine casinos, jogo do bicho and others that are currently in the hands of criminals with estimated revenues of more than R$ 30 bln and that did not collect taxes or generate formal labor, now will be able to become legal, collect taxes and create jobs.”

February 24, 2022 was a historic milestone for Brazil's macroeconomy, with the voting and approval of gaming and casinos in Brazil. Bill 442/91 passed with 55% of the valid votes in the Chamber of Deputies, the result of great articulation, work and strategy of public and private leaders in favor of strengthening the economic and social scenario of our beloved Brazil.

I defend this thesis of the macroeconomic impact, as president of IDT-CEMA, specialist in tourism, hospitality, gaming and business management, which are based on the great strategic opportunity of economic recovery in Brazil after the economic and social crisis generated by the pandemic, with the impetus impact, as a result of the approval of this liberal and comprehensive Bill for gaming and casinos.

This fact will allow, a priori, the insertion of approximately US$ 70 billion in national and international investments, which will directly activate the real estate, construction, furniture, decoration, technology, industries markets; then the qualification of professionals with the academy and teaching entities will enter; to then reach the operation enhancing the destination Brazil with its 52 tourism segments, such as hotels, gastronomy, events, culture, transport, shows and as well as commerce in general.
 


The results of the implementation of these actions bring in forecasts, with conservative projections, the ability to generate double digits of millions of jobs, more than R$ 20 billion in taxes and creating countless synergistic opportunities for the resumption of economic growth in Brazil.

It should be noted that gaming already exists in Brazil, the legal ones being Mega-Sena, Tele-Sena, turf and sports betting, which generate more than R$ 40 billion in revenue. And unfortunately there are illegal ones such as bingos and clandestine casinos, jogo do bicho and others that are now in the hands of criminals with an estimated turnover of more than R$ 30 billion and who did not collect taxes or generate formal labor. With the passage of the law, they can become legal, thus collecting taxes, generating jobs in the portfolio, drastically reducing tax evasion and money laundering.

The next steps: Bill 442/91 will be voted on by the Federal Senate. It must be processed in the Constitution and Justice Commission - CCJ and in the Plenary, however the president of the Senate Rodrigo Pacheco tends to present the proposal directly to the Plenary. If there are amendments to the text by the Senate, the project will return to the Chamber for analysis of the suggestions of the reviewing House. The matter enters a vote in the Chamber, and if approved, it will go to presidential sanction. If President Jair Bolsonaro vetoes, the National Congress will have the power to overturn or maintain the veto.

I would like to take this opportunity to congratulate all the public and private leaders who, together with us, fought, persisted and worked for the approval of this first and important stage of gaming, in favor of the macroeconomic improvement of Brazil.
