Deputies celebrate voting on Brazil's gaming regulatory framework

The Chamber concluded voting on Bill 442/1991, which legalizes casinos, bingos, jogo do bicho and online gambling sites in Brazilian territory. Now the text will be forwarded to the Federal Senate. The members of the Working Group of the Regulatory Framework for Gaming expressed their happiness for the task accomplished and highlighted the benefits that this sector can bring to Brazil at an economic level. Bacelar (Podemos/BA), coordinator of the Gaming Working Group and one of the main articulators in approving the matter, celebrated the decision. “It was a historic vote. The deputies understood that the legalization of the sector is important for the development of the country. Not only for tax collection and job creation, but also for the entire production chain that gaming carry. We finally made it!” he said.

This is an old struggle of Bacelar, who in his first term as a federal deputy, still in 2015, committed to taking the issue forward by assuming the coordination of the Mixed Parliamentary Front that creates the Regulatory Framework for Gaming in Brazil. “Throughout all these years we worked hard so that Bill 442/91 would follow through. In 2016 we approved it in the special committee and now we have reformulated the text, approved the urgency, put it to a vote in the plenary and the matter goes to the Senate,” he pointed out.

Deputy Herculano Passos (MDB-SP), one of the most arduous defenders of the approval of the regulatory framework for gaming in Brazil, is delighted with the result of the vote on Bill 442/91. In a video sent to GMB, he highlights that “we approved the legalization of casinos, bingos and jogo do bicho. This matter regarding the development of tourism was very importante.”

"As president of the Parliamentary Front of Municipalities, I worked to include in the project an important percentage for the Participation Funds of States and Municipalities. These are new resources, which will be invested in fundamental areas such as health, education, security, infrastructure and social assistance,” highlighted Passos.

“As president of the Parliamentary Tourism Front, I affirm that the implementation of casinos in integrated leisure resorts will increase the flow of foreign tourists in the country, in addition to promoting all segments of the economy that are part of the sector,” added the deputy.

According to Herculano, “the first step has been taken. Now, it goes to the Senate and, if approved in the Senate without any changes, it goes to the President of the Republic for sanction. If it is vetoed, certainly in the session of the National Congress, we will override the veto.”

For his part, Eduardo Bismarck adds that much of the stigma surrounding gambling and betting lies in the disinformation and all the stereotype created around it. “One cannot close one's eyes to the fact that the activity of gaming in Brazil is widely practiced and accepted by Brazilian society, even though it is illegal. Now, we believe that the country is heading towards a new moment of maturity and progress in this regard. We are optimistic, as several sectors will benefit.”

We are very optimistic about the work we are doing and about the future of the activity in Brazil,” expressed Deputy Newton Cardoso Jr, Member of the WG of the Regulatory Framework for Gaming.

“The Federal Revenue also has the best control tools available in the world, which guarantees that the activity will have clear and transparent rules and adequate supervision. We also reaffirm that Coaf itself, attentive to good international practices, has already signaled to us that if the gaming sector adopts compliance identical to the main well-regulated markets and that meet its own technical precepts, it will not pose any opposition to the approval of the game in Brazil,” comment the deputy.

Deputy Vermelho (PSD-PR) considered that gaming is already a reality in the country. “We cannot deny that it exists and do not contribute, do not collect and do not legalize those who work in irregular activity,” he said. For him, the Federal Police and the Federal Revenue have the capacity to inspect the new establishments.

“Gaming is ingrained in our culture and is being played underground. With legalization, the government will collect taxes, generate jobs, and gamblers will have more security,” says the parliamentarian, who has an electoral domicile in Foz do Iguaçu.
