Brazil’s Federal District lottery approved: Management of BRB and ban of bingos and casinos

The bill that creates the Lottery in Brazil’s Federal District (DF) was approved by the Legislative Chamber (CLDF) this Tuesday (10). The proposal, which generated debate in the plenary, covers several modalities, such as the well-known “scratch cards”; numerical prediction lottery, similar to Mega-Sena; and sports lottery. Of the 27 amendments presented, 18 were accepted. One of them assigns to Banco de Brasília (BRB) the responsibility of managing the games and another one prohibits the exploitation of bingo, casinos in the DF.

The Legislative Chamber of the Federal District approved the project in two rounds. Parliamentarians reached an agreement on project 2.312/2021 after the government supported two amendments, one from the evangelical bench and one from the opposition.

The text now, with all the amendments approved by the House, goes to Governor Ibaneis Rocha (MDB), who will decide whether to fully sanction or partially veto the Bill.

The Bill, a government initiative, received 27 amendments of which 18 were accepted. The approval of some of them was previously agreed with the team and the base of Governor Ibaneis Rocha, which guaranteed the vote on the project in the session. Among them is the amendment that attributes to the BRB the operational activities inherent to the exploitation of lottery games.

Just as Caixa Econômica Federal is responsible for managing lotteries at the national level; by symmetry, the BRB should be responsible for the operation and exploitation of lottery games in the DF,” defended deputy Chico Vigilante (PT), author of the amendment. The only one against this measure, deputy Júlia Lucy (União Brasil) questioned the “monopoly” granted to BRB: “Other banks should compete and compete for the service.”

In addition to this, another 17 addendums to the project passed through the sieve of parliamentarians. Several of them guarantee specific destination of part of the resource acquired with the lottery. There were so many destinations that the government leader in the CLDF, deputy Hermeto (MDB), even joked that the lottery winner “would leave with a penny.

Another amendment accepted to the Buriti text was presented by Deputy Delmasso (Republicans). The amendment of the religious bench prevents the company that manages the lottery from managing casinos and bingo houses, for example. It is a sign of evangelical parliamentarians, who are against bill 442/1991, which is being processed in the Senate and legalizes gambling in Brazil.

It is a position of the evangelical bench: we are against any type of game of chance. As the lottery already exists at the federal level and the law allows it, we made an amendment to prevent the extension to other types of games of fortune in the DF,” he justified.

Destination of the collection

According to the project, the amount collected from lottery games will have the following destinations:

* Payment of prizes and collection of taxes levied on the prize;

* DF social security;

* Financing the cost and investment of final activities considered socially relevant;

* Coverage of operating expenses and maintenance of lottery games;

* Sponsorship of sporting, cultural and leisure events.

Some amendments also added other destinations to the amounts collected: such as the Fund for the Generation of Employment and Income (Funger), the Penitentiary Fund of the Federal District (FUNPDF), entities in the areas related to people with disabilities, among others.
