O Globo: Government PM will tax online betting platforms

The prestigious journalist Lauro Jardim informs in his O Globo blog that the Brazilian government will edit in the coming days a Provisional Measure (PM) to regulate the betting sector through digital means. He reveals a meeting at Palácio do Planalto with members of the evangelical bench to explain the content of the provisional measure that does not mean the legalization of the whole gaming sector.

Jardim explains that the measure means that the dozens of foreign betting platforms, which have their headquarters abroad, will be forced to open offices in the country and, therefore, will pay taxes. Today, these companies operate in Brazil without paying to the IRS.

To prevent unpleasantness in Congress, there was recently a meeting at Palácio do Planalto with members of the evangelical bench to explain the content of the PM. More precisely, to say that this measure does not mean the legalization of the whole gaming sector.

Recently, GMB exclusively released a draft of the proposal of the presidential decree that regulates sports betting, although it will be necessary to see if this text will finally undergo modifications by the Secretary of Competition and Competitiveness Advocacy, now responsible for creating this regulatory framework.

According to this text, the licenses will be granted in an unlimited way with a cost of R$ 22 million (US$ 4.5m) for a period of five years.

Bookmakers are authorized to operate because of law 13,756/2018, enacted by then president Michel Temer four years ago. But it determines that the matter needs to be regulated by the Ministry of Economy by the end of 2022.

The consensus among experts is that the number of bookmakers in Brazil should fall and stabilize. Currently, there are between 400 and 450. If the value for the license is confirmed, the space could be restricted to fewer companies.
