Porto Alegre City Council approves project that creates municipal lottery

The City Council approved this Wednesday (1), the law that creates the municipal lottery in Porto Alegre, Brazil. Bill No. 009/22, filed in March in the Legislature, authorizes the Executive to explore the lottery activity, with the objective to increase revenue for the qualification and cost reduction of the public transport system. After enacting the law, a public notice must be issued to define the private partner that will operate the service.

Mayor Sebastião Melo thanked the councilors for their support in approving the proposal. "When we return to the final wording with amendments, we will sanction and produce a public notice to define the private partner that will operate the service. Our objective is to allocate resources primarily to public transport," emphasizes Melo.

According to the law, only a regularly constituted legal entity with headquarters and administration in Brazil can be accredited for the operation of lottery modalities. In addition, it will be necessary to present all legal documentation, have tax and labor regularity, economic qualification and other requirements of the bidding process.

A need for the winning company is to have “certifications regarding the adoption of practices dedicated to the promotion of responsible gambling and the protection of the vulnerable, and also regarding the certification of the health and smoothness of programs and equipment to be used in the operation of the lottery modalities of the Lottery of Porto Alegre – LOPA, which must be auditable.”

According to the text, the income from the tickets will be used for public transport and for the cost of actions and projects for accessibility and inclusion of people with disabilities and the elderly. The values of the prizes not redeemed within the deadline revert to the Municipal Public Treasury for application in priority social assistance actions and in sports development programs and projects.

The City Hall, through the Secretariat of Economic Development and Tourism (SMDET), directly or through a partnership, concession or permission, will adopt security systems against tampering or contracting the tickets. After enacting the law, a public notice must be issued to define the private partner that will operate the service.
