Representatives call for creation of strong group of state lotteries and celebrate partnerships

The theme of Lotteries remains as a key one in the second edition of BiS, where private interest became the focus. In the panel moderated by lawyer Marcello M. Corrêa, with the participation of Jaques F. Reolon, (economist at Jacoby & Reolon), Jhonatas Mendes Silva (director of Lotteries at Maranhão Partnerships) and Ronan Moreira (Director General of Mina Gerais Lottery), discussed what the sector has learned in this field so far and the expectations for the future of one of the most popular modals in the country.

Marcello M. Corrêa opened the panel highlighting that the states' lack of knowledge to run the lotteries opened space for the private sector to explore the activity. According to him, this fact brought a great benefit. “This was the fastest way for States to know tangible and qualified information so that they could make their government decisions,” he said.

The Director of Lotteries at Maranhão Partnerships, Jhonatas Mendes Silva, told of his experience in building the state's PMI and stated that one of the biggest concerns was listening to the market. “We tried to understand how this market would behave and what is the need for it to install itself in the state of Maranhão. It is a fact and well-known that we are a unit of the federation with the lowest per capita income, which affects the market. So, PMI first served to hear who was really interested in operating in our state.”

He ended by stating that the results achieved were better than expected. “All our numbers were above expectations. I think that depended a lot on what we did at PMI and was the result of exactly the discussions we had with the market and partners,” he concluded.

Ronan Moreira, General Director of Mina Gerais Lottery, also reported the steps of the process that were part of the construction of the PMI of Minas Gerais and highlighted the importance of each party involved in fulfilling their pre-defined obligations. “The concessionaire's obligations need to be highly supervised and monitored. We, as a public authority, have to provide transparency and legal certainty so that this process is as successful as the concession that was made.”

Jaques F. Reolon has already highlighted the importance of taking care of three points in the assembly of state lottery operations: business model to not condition the project that individuals will presente; quality of information that led to the creation of results estimates; and sector transparency public to justify the choices made during the process.

Finally he explained the role that a good job of each unit's court of auditors for the success of lottery operations. “Whoever controls, does not participate in the execution. So, the courts of account cannot participate in the planning, PMI and bidding moment. He only participates by inspecting,” he said.

Ronan Moreira recalled the participation of the state lottery in the investments made in various social programs and stated that he is available to collaborate with the other units of the federation. “Our doors are fully open, the numbers available on the portal, if you prefer, you can contact us directly. We need to build a strong group of state lotteries. You can count on us for whatever you need,” he says.

Jhonatas Mendes Silva ratified the importance of union between the states, highlighting the moment of regulation of sports betting as fixed-odds lotteries. “In this scenario that has been shaping the regulation of sports betting, state lotteries should be involved because the activity will have direct impacts on the states. This would be very assertive for us to get involved because we would help the whole process to have a much better result,” he concluded.
