OAB-RJ Gaming Law Commission will meet at emblematic former ‘Cassino Quitandinha’

The Gaming Commission of the Brazilian Bar Association of the State of Rio de Janeiro (OAB-RJ) held last week (Wednesday, 11), the first meeting of the cycle of debates on the regulation of sports, lottery and entertainment games in Brazil, gathering lawyers specialized in the subject. After the success of the event, those present had the commitment of the president of TurisRio, Sergio Ricardo Martins de Almeida, to institutionally support an upcoming meeting of the group in Petrópolis/RJ, an iconic city for having hosted one of the most famous casinos in Brazil.

“The Quitandinha Casino is emblematic. Holding a meeting in its space on the regulation of gambling is to honor the 55,000 workers who were laid off from casinos in Brazil in 1946, as well as remember the approximately 300,000 workers laid off with the closure of bingos, between 2004 and 2007,” said Sergio Ricardo, who previously presided over Loterj.

This was one of the numerous commitments assumed by those present at the First Cycle of Debates on Gambling Regulation at the Brazilian Bar Association of the State of Rio de Janeiro (OAB-RJ).

The event not only raised controversial issues but also forwarded concrete proposals such as these. So much so that for the lawyer, former president of TurisRio and RioTur, Trajano Ribeiro, it is essential to hold meetings with the presidents of the Federation of Industries, the Federation of Commerce and the Commercial Association on this topic, which can contribute to the long-awaited resumption of the economic development of the State of Rio de Janeiro.

“We have to impose our agenda, we can no longer waste time. Gambling is a historic economic asset. How to think about our city without remembering Cassino da Urca, Copacabana Palace and Cassino Quitandinha? They are emblematic spaces of our identity!”, he commented.

The Culture Economy Specialist, Luiz Carlos Prestes Filho, author of a book on the topic that was being launched during the event, said: “I agree with Trajano Ribeiro, we have to be more proactive. Why not schedule working meetings with the respective presidents of the aforementioned institutions?”

The organizer of the Lecture Cycle, president of the Special Commission on Sports, Lottery and Entertainment Games Rights, Paulo Horn, made a point of emphasizing: “Our objective is the same, to convey to society the message that the time has come to regulate the casino activities, bingo, jogo do bicho and other similar gaming verticals. All Latin American countries have regulated these activities, Brazil cannot miss the tram of History.”

For the representative of the Brazilian Association of Casinos, Bingos and Similars (Abrabincs), Ana Paula Gatti, the words of the Director of Lotteries and Furniture Businesses and Bids of the Government of the State of Maranhão, Jhonatas Mendes Silva, were very revealing: “The exposure of this agent of the public power demonstrates that state and municipal governments understood that the regulation of the sector is something irreversible. Very soon it will be a reality. Public institutions must do their homework, prepare for a new reality that is knocking at the door. We have to bring more and more public agents into this debate.”

The panel called “Fantasy Sports” had the relevant presence of Bárbara Teles, who is also part of the commission in Rio de Janeiro, Secretary General of the CEDJDLE of the OAB-DF, Regulatory and Public Affairs Lawyer of the Rei do Pitaco, who presented the broader panorama of the businesses already established in the country in this field: “The horizons are infinite!”

Marcelo Matos, Secretary of Science and Technology of the Municipality of Rio de Janeiro, outlined the actions of the Gaming and eSports Coordination, the first body in Brazil focused on the area: “Our secretariat is one of the best accelerators and incubators in the country in Stat. We are developing game projects with children and teenagers with great success. The market has demand; we understand that we have to meet this demand. For this reason, it is very important in the near future to carry out joint actions.”

The event of the Special Commission for the Rights of Sports, Lottery and Entertainment Games ended with the launch of the book “Brazil, you're broken because you want to! – debate on the regulation of casinos, bingos and jogo do bicho” by Luiz Carlos Prestes Filho. The authors of some of the articles included in the publication were present, such as Roberto Brasil Fernandes, Renato Regazzi, Trajano Ribeiro and Paulo Horn, the president of the commission.
