Mayors want to legalize gambling in Brazil to finance transport

The vice president of the National Federation of Mayors (FNP), Sebastião Melo, defended the legalization of gambling in the country to finance public transport during a meeting this Wednesday (10) with municipal secretaries of urban mobility. “I am in favor because gambling exists in Brazil. And we need an alternative to finance the system that has several operators,” explained the mayor of Porto Alegre (RS).

The topic is the subject of debates in the National Congress and the appeal is disputed. The regulatory framework for gambling is pending in the Senate, having been approved by the Chamber of Deputies. Once taxed, games of chance are also identified as the main source of income to pay the minimum wage for nursing, which should increase the sector's human resources expenses by 88%. Health plans estimate additional costs in the order of R$ 11.4 billion (US$ 2.23b), for example.

Sebastião Melo highlighted that public transport needs fleet renewal, but also innovation in the management model between municipalities to improve service. For this, one of the proposals is the creation of a single transport system, like the Unified Health System (SUS).

“Only those who don't have any options take the bus. They are old buses, with no timetable. This situation cannot be sustained,” he says.

Mayor of Aracaju (SE), Edivaldo Nogueira stressed that mobility in the country is at a “crossroads” and it is necessary to “quickly get out of it.”

“The transport system was built without planning and was left to the municipalities, which are often not interconnected. In a continental country like Brazil, we need a single system, of course, discussed among all entities (States), but with national planning,” Nogueira argued.

One of the points raised in favor of the single system is the positive experience for other public sectors. “Why do we advance in health in Brazil with all the difficulties and mishaps? Because we have SUS. In and out president, governor, mayor, but the system continues. We have the Social Assistance System (SUAS), the National Defense system. This can be seen in the transport system as well, all that is needed is national planning,” added Nogueira.
