At a meeting of tourist entities with Lula, Abrainc defends regulation of gaming and casinos

Last week, the candidate for the presidency of Brazil Luiz Inácio Lula da Silva (PT), participated in a meeting with several tourist entities in São Paulo. At the meeting, tourism leaders presented some proposals to Lula. The representative of the Brazilian Association of Real Estate Developers (Abrainc), Antônio Setin, supported the approval of a regulation for casinos and gambling in general to attract tourists and also generate jobs.

The event was organized by the former president's own campaign committee, and was held at the Grand Mercure Ibirapuera. Representatives of the travel industry also listened to the former president's plans for the sector, which is still trying to restructure itself after the devastating effects of the health crisis.

They exposed some demands according to their segments of activity. According to the president of the Brazilian Federation of Accommodation and Food (FBHA), Alexandre Sampaio, it is necessary to create conditions for mass tourism in Brazil, since only in this way will Brazilians be able to increase travel consumption and thus move this industry.

Meanwhile, the president of the Brazilian Association of Airlines (Abear), Eduardo Sanovicz, reported that the increase in the price of kerosene directly affects aviation, as it results in an increase in airline tickets. With that, for the executive, Brazil should find other options to not be captive of the constant variations of the international prices of the fuel.

Focusing a little more on the issue of taxes, the representative of the Brazilian Association of Real Estate Developers (Abrainc), Antônio Setin, during the meeting, highlighted that the next elected government should seek measures to speed up the Tax Reform in Brazil.

Setin, who owns a real estate developer and several hotel businesses, also supported the approval of regulation for casinos and gambling in general. For the executive, such a measure is essential to attract tourists and also generate jobs. “There is a huge potential audience present in this segment, which attracts tourists from all over the world, in addition to moving a huge amount of capital, investments and generating many jobs,” said Setin.

Return of casinos

Setin's thesis is defended by several other supporters of gambling regulation in Brazil. Since the Bill 442/91, which deals with the subject and was approved by the Chamber of Deputies earlier this year, provides that casinos will only be able to operate in the country if they are integrated into a complex. In these locations there must be a hotel with at least 100 high standard rooms, restaurants, bars, shopping centers and conference venues. Furthermore, the physical space assigned to the gaming area cannot exceed 20% of the built-up area of ​​the integrated complex.

Although physical gambling houses cannot yet operate in the country, online platforms can do it in Brazil since 2018, when Law 13,756 was passed. This is because, for some federal deputies, the resources that the State must raise with the regulation of gambling can be used to bear the costs of projects that improve important sectors of society, such as health and education. Recently, parliamentarians pointed out that the resources from the sector could be used to pay for the recently approved nursing salary floor, which was provisionally suspended precisely because it did not have a source of revenue.
