Paraná State Lottery (Lotepar) held this Tuesday (14) a public hearing to present its model for contracting fixed-quota betting operators to the market. Held online, it was attended by more than 30 people interested in learning about the adopted model.
GMB spoke with some players and one of the criticisms was the way the audience was held, “which frustrated the market because it did not stimulate debate among the participants, since the questions asked until 02/13 were read, monotonously, by a servant of the State of Paraná.”
Another fact that influenced the low participation of those present, according to one of the analysts, was the fact that the Loteria's governing body announced that it would not respond to questions during the hearing and that it would write down the answers.
Lotepar's advisory stated that the audience was good due to the suggestions presented and the exposition of doubts regarding the event, in addition to the interested parties having sent questions and contributions by email, which will be answered in the coming days and will be available on the Transparência do Paraná portal. “We consider this an important step for the implementation of the Lottery in Paraná and to define the best term of reference for the concession of operation for sports betting in the State,” evaluates the advisory.
By the adopted model, despite the good number of accredited participants, only three took the floor. Several vulnerabilities of the Referential Project were raised by the participants, all of them still to be answered.
Although all of them highlighted the great importance of the work of the State Government, two of them presented scathing questions and criticisms, from the selection model of future operators, as well as the economic and operational parameters.
Issues related to the amount of R$ 232 million (US$ 49m) per year in contractual volume; estimated value for grant; and even the LGPD are on the list of doubts.
Part of the questions was related to the suspended trading session. As previously disclosed, the State of Paraná would promote the selection of a specialized company to provide a platform to control lottery activities, integrated with means of payment, to manage, regulate and control the activities and financial flow of operators of the Lottery of the State of Paraná. This hiring, according to experts, would have a great impact on the economic and operational model of the state's sports betting operation.
Everything indicates that the technical staff of the Department of Logistics for Public Contracts (DECON) will have to focus, again, on the two events in order to present convincing answers to the market.
Due to the level of questioning, if the doubts and some inconsistencies in the Public Notice are not resolved, it is likely that an appeal will be requested, as occurred in the State of São Paulo.
Asked about the ongoing tender at Lotepar, lawyer Marcello Corrêa, consultant and former legal director of Loterj, said that "each state has autonomy to seek its economic-operational model, but the document presented still needs to mature."
For him, it is necessary to evaluate with more care the contracting of means of payment by the states, because, depending on the scope of the bid object, "the service provider becomes the potential 'bottleneck' for the lottery's growth and the greatest risk operational - if it goes offline, the entire sales network does too. That is, the process of building a lottery is more complex than it seems, but, anyway, the states are moving forward,” he analyzed.
