Project provides for lottery to help Brazilian municipalities in public calamity

Federal deputy Júnior Mano presented Bill 616/23 which provides for the holding, by Caixa Econômica Federal, of special contests for number lotteries to benefit municipalities in a state of public calamity. The text under analysis in the Deputies Chamber determines that the regulation of the future law will be up to the Executive Power.

Federal deputy Júnior Mano (PL-CE) wants Caixa Econômica Federal to carry out special number lottery contests to benefit municipalities that face a state of public calamity.

In his project 616/23, he proposes that 58% of the amount collected from betting be allocated to municipalities, in proportion to the population affected. The gross prize for these special contests will correspond to 30%. Caixa will receive 5% as an administration fee, and 7% will be used to pay lottery operators.

The resources transferred to the municipalities must be used exclusively in emergency care for the population affected by the public calamity. City Halls must account for the amounts received to the Municipal Court of Accounts, or, failing that, to the State Court of Accounts.

The text also provides that Caixa Econômica Federal will be authorized to allocate 1% of the total revenue from its lotteries – such as Mega Sena, Quina and others – to the Special Fund for Public Disasters (Funcap), created by Decree-Law 950/69. That percentage will be deducted from the amount allocated to gross prizes.

"Despite the fact that there is a legal provision for the Union to provide assistance to victims even before the recognition of the state of public calamity, the fact is that the process is still very slow, and resources are scarce," commented deputy Júnior Mano in the justification that accompanies the text.
