IGT, SG and Saga BGI consortium will operate traditional lotteries in Minas Gerais

LEMG ended the stage of opening the envelopes of the international tender for choosing the operator of traditional lotteries (instant and conventional). The Mineira da Sorte consortium (IGT/Scientific Games/Saga BGI) won the process presenting a transfer of 21% to Loteria Mineira, while Hebara proposed 20% of the collection.

This Monday (3) afternoon, LEMG opened the price envelopes presented by Hebara and Consórcio Mineira da Sorte (IGT/Scientific Games/Saga BGI) that defined the consortium as the winner to operate the traditional lotteries (instant and conventional) on an exclusive basis in Minas Gerais. Hebara presented a transfer of 20%, and the consortium 21% on net revenue from operating games.

Hebara and the IGT/Scientific Games/Saga BGI consortium were qualified last Friday (March 31) to participate in the final stage that would define the new operator of traditional lotteries in Minas Gerais. Hebara, a traditional Brazilian company with experience in the field of lotteries, having operated for years in the Rio de Janeiro market, presented a proposal of 20% transfer to Loteria Mineira.

Consórcio Mineira da Sorte, formed by the multinationals IGT and Scientific Games and by the Brazilian SAGA BGI, an investor with extensive experience in the national lottery market, presented a proposal of 21%, being declared the winner of the contest for the best price.

Now, the consortium will operate the traditional lotteries (instant and conventional) on an exclusive basis in Minas Gerais, including strategic planning services, product creation, printing solutions, storage, implementation and operation of lottery products, marketing, creation and operation of a distribution, commercialization and prizes payment network.

The contract provides for a collection of R$ 5 billion (US$ 985m), with a minimum transfer of R$ 500 (US$ 98.5m) million to the State, over the 20-year term.

Once all the legal stages of the process have been completed, the winning company will be able to implement a schedule of phases until starting the commercial exploitation of the games, which include the instant lottery (scratch card) and the conventional lottery (which uses the drawing of balls).

The result was published in the Official Gazette this Tuesday, April 4, and the Consortium has a period of 20 working days to present a technical report and three sets of game samples. After that, the result will be approved and the company will be awarded the contract for signing.
