Valter Delfraro Jr., Government Relations and Business Development Executive

"When the time comes, GLI will accredit itself in Brazil to certify whatever the country determines"

In an exclusive conversation with GMB at ICE London, Valter Delfraro Jr., Government Relations and Business Development Executive at GLI, assured that the company is ready to accredit itself with the Brazilian government. According to him, not only in Brazil, but any global laboratory of the company will have the necessary capabilities to validate the requirements of the Secretariat of Games and Betting.

GMB - What is the importance of GLI's participation in the world's most important fair bidding farewell to London and with a large presence of Brazilians?
Valter Delfraro Jr.
- Not only from the perspective of business for GLI but for the Brazilian industry, it's a great success. Regarding our work, we have been very sought after, not only by Brazilians, whose presence is massive this year, but also by players, by operators from all over the world, wanting to know what is happening and what the next steps will be in Brazil. I see that it was a participation with guaranteed success.

Who better than GLI to indicate these steps since it has been closely monitoring and even collaborated with many suggestions, with many recommendations so that we reach this moment of regulation, that’s right?
This is our main focus when speaking in front of the regulator. Obviously, GLI does not determine anything but guides based on our experience. As I always say, GLI is the only laboratory recognized by all jurisdictions where gambling is regulated. GLI has developed standards - which are public - and most of these jurisdictions, if not adopting them in their entirety, adopt many parts of them.

We are present in Brazil, and my mission is to be close to the regulator to help him in everything he needs, as well as to clarify doubts that pertain to technical requirements. I think we have been doing this in a very positive way.

Speaking of which, GLI is effectively in Brazil since it was certified to take care of Lottopar's operations. What does this mean for GLI?
Yes, GLI was the first laboratory to be accredited and authorized to certify in Brazil, through the Lottery of Paraná. And for sure, any other state that accredits laboratories or even the national regulator - the Secretariat of Games and Betting, when opening the accreditation of laboratories, GLI will be present and will accredit itself in all jurisdictions that Brazil constitutes.

Being so close to regulators, does GLI already know more or less what the laboratory accreditation requirements will be? Do you surpass all these requirements?
All the states that have published notices have cited our standards as a basis. And I believe that the federal regulator will also follow these steps, which is somehow very positive. This is because once the operator already has a certification, following GLI standards, for him to go from one state to another or even to reach the federal level is much easier. Once he has certified for one, if it's basically the same thing for the other, he won't have much to do. So, I think the way states are dealing with this issue is good for the industry as a whole.

Thinking about Brazil, is GLI feeling confident and feeling like it's in a unique moment?
We are never relaxed. We always think there is much more to be done. We are always seeking, not only regulators but gaming suppliers and operators. We seek to be a partner to our clients to help them in the certification process and again, not only for Brazil but guiding them in the best way to certify their products so that they can go anywhere else they intend to go. We always guide on how to start the certification process, everything necessary to reduce certification time for the operator, for the gaming supplier, and also so that we can facilitate this entire process.

One of the questions that everyone always asks me: "Valter, so, when Brazil starts, will GLI be able to handle it, will it be possible?" I have no doubt, and there is no concern. We have numerous laboratories worldwide, and any of them is capable of certifying not only for Brazil but also for any other jurisdiction.
