Chamber Committee approves bill that allocates lottery revenue to institutions for the elderly

The Committee for the Defense of the Rights of Elderly Persons of the Chamber of Deputies approved Bill 4340/23, which allocates 1% of the proceeds from three special Caixa lottery draws to Long-Term Institutions for the Elderly (ILPIs), including Mega da Virada.

According to the approved text, lottery resources must be fully invested in actions involving:

* prevention and control of infections within institutions;

* purchase of basic supplies and equipment for the safety and hygiene of residents and staff;

*purchase of medicines; and

*adequacy of spaces for isolation of suspected and mild cases of serious illnesses.

The rapporteur, deputy Geraldo Resende, recommended approval of the proposal. “The creation of a permanent and reliable source of resources could represent a true and very welcome revolution in entities that care for the elderly,” he commented.

Obligations

ILPIs are institutions, governmental or not, designed to offer housing and conditions of freedom, dignity and citizenship for the elderly. The proposal creates the National Support Program for institutions of this nature.

The approved text also provides that lottery resources must be transferred even to institutions with tax debts to the Union and regardless of the Certification of Social Assistance Benevolent Entities (Cebas).

Under the project, 1% of the proceeds from the “São João”, “Natal” and “Mega da Virada” lotteries would be allocated to entities that care for the elderly.

The project is being processed conclusively and will still be analyzed by the Finance and Taxation committees; and Constitution and Justice and Citizenship.
