Manssur has more than 25 years of experience and was one of the authors of the bill that created the Sociedade Anônima do Futebol (SAF) and participated in the Working Group of the Ministry of Sports responsible for drafting the Fan Statute.
More recently, as a special advisor to the Executive Secretariat of the Ministry of Finance, he was at the forefront of drafting the rules for the fixed-odd betting sector in Brazil, which culminated in the sanction of Law 14,790/23, which regulated sports betting and gaming. online in Brazil.

Lawyer graduated in 1998 from PUC/SP, he was a professor at the Training Course for Sports Professionals at FGV/SP, in the Sports Law Chair, in the Marketing Champion Course at ESPM/SP and in the Sports Management Course at São Marcos University. He is currently a Guest Professor in the Sports Law Department at the USP Law School. He is one of the authors of the books “Futebol Mercado e Estado”, “Sociedade Anônima do Futebol” and “Comments on Law 14,193, of August 6, 2021 – SAF Law.”
