CearaPar was established with the purpose of managing, recovering, and enhancing strategic public assets, as well as enabling partnerships that can contribute to the economic and social development of the State of Ceará.
With a focus on governance, transparency, and sustainability, CearaPar works to ensure that public assets are used efficiently, contributing to fiscal balance, improved public services, and the attraction of new investments to Ceará.
During the visit, CearaPar representatives — Luiza Martins (President) and Sílvia Bezerra (Legal Advisor) — were accompanied by the General Director of Loteria Mineira, Onésimo Moreira, who presented the institution’s management structure, concession and regulatory processes for lottery games, as well as strategies aimed at operational efficiency and the social return of collected funds.
The meeting aimed to promote the exchange of experiences and best practices related to the operation and regulation of state lotteries, as well as to strengthen cooperation among states regarding efficient and responsible management of the lottery sector.
Loteria Mineira’s director, Onésimo Moreira, shared successful experiences that helped consolidate the current operating model of the agency and ensure the sustainability of its operations. Regulatory aspects, concession models, and strategies to maximize revenue with a focus on social responsibility and transparency were also discussed.
The visit reinforces the mutual commitment of both institutions to modernizing the public sector and seeking innovative solutions for the management of assets and lottery services, always aligned with current legislation and best governance practices.
The expectation is that closer ties between CearaPar and Loteria Mineira will lead to future institutional partnerships and strengthen the role of state lotteries at the national level.
