The idea emerged in 2022 after a suggestion from Councilman Serginho Carnevale (PSD) during the post-pandemic period. The mayor submitted the bill to the City Council, which approved the proposal earlier this year.
According to the draft contract, the concessionaire will be able to operate numerical, specific predictions, sports, instant, and passive modalities — including electronic raffles, physical tickets, and digital platforms.
The structure will encompass both in-person and online channels, with approved security and audit systems. Revenue will be divided between prizes, administration, operating costs, and transfers to the municipality, which will have a direct share of the net revenue.
The law stipulates that the small portion transferred to the City Council will be allocated to the Municipal Health Foundation and to the funding of the new Municipal Public Hospital.
The bidding process stipulates that the net profit from these activities will be distributed as follows: 5% to the City Hall, 5% for Responsible Gaming awareness campaigns, and 80% to the concessionaire. Whoever offers the highest distribution to the City Hall will win the bid.
The project is estimated to raise up to R$600,000 (US$110,000) in the first year, with the expectation of gradually increasing this amount.
The contract stipulates that the concessionaire will bear all operational and marketing costs, and must also ensure transparency in investigations, data confidentiality, and money laundering prevention.
Control and oversight will be the responsibility of the City Hall, through a designated body. The document also establishes administrative sanctions in case of irregularities, such as warnings, fines, prohibition from contracting, and declarations of ineligibility.
The Rio Claro Municipal Lottery follows a model already adopted in other Brazilian cities and will be formalized through a public concession contract, the winner of which must demonstrate technical and financial capacity to operate the system.
