The purpose of Rede-Lab is to create a collaborative environment for sharing technologies, methodologies, knowledge, research, and training among its members, aimed at preventing, detecting, investigating, and suppressing money laundering and promoting asset recovery.
Among the 63 institutions already part of Rede-Lab are the Federal Revenue Service, the Federal Police, the Public Prosecutor’s Offices, the Federal Court of Accounts (TCU), the Office of the Comptroller General (CGU), the Administrative Council for Economic Defense (CADE), and state civil police forces.
The SPA’s membership is legally based on Law No. 14,790/2023, Law No. 9,613/1998, Decree No. 11,907/2024, and Ordinance SPA/MF No. 1,143/2024. This legislation grants the SPA authority to monitor, oversee, and supervise activities related to the prevention and combat of money laundering and related crimes within the fixed-odds betting and lottery sectors.
"Rede-Lab is one of Brazil’s most important initiatives in the fight against money laundering. The SPA, which regulates an economic sector sensitive to this issue, will now be able, through this agreement, to both receive and contribute significant expertise in this area,” said Danielle Cardoso, Deputy Secretary of the SPA.
The integration of SPA into Rede-Lab brings its expertise in monitoring and supervising the fixed-odds betting sector to the network — an emerging and high-risk segment for money laundering activities.
The collaboration also promotes the exchange of methodologies, allowing SPA to access and contribute to the development of tools for analyzing large data volumes and financial intelligence techniques, while also enabling access to best practices and analytical methods applicable to its anti-money-laundering monitoring activities.
From a human resources standpoint, the agreement will enable technical training for SPA staff through workshops and exchange programs, fostering methodological and operational alignment with other Rede-Lab members.
The initiative also aligns with SPA’s broader mission to combat illegal betting markets, one of its top institutional priorities.
