FecomercioSP proposes responsible regulation for casinos in Brazil

The Federation of Commerce of Goods, Services, and Tourism of the State of São Paulo (FecomercioSP) has submitted a technical opinion on the proposal to legalize casinos in Brazil, currently under discussion in the National Congress. The organization acknowledges that the activity could bring significant economic benefits, particularly in terms of tax revenue and tourism stimulation, but emphasizes that implementation must occur cautiously and under strict regulatory control.

According to the Federation, any potential authorization for casino operations first requires a careful assessment of its impacts. International experience demonstrates that, when well-structured, the activity can boost productive sectors such as hospitality, entertainment, gastronomy, and retail, increasing employment and income generation.

However, without proper regulation, there is a risk of economic, social, and even criminal distortions.

Responsibility on the agenda

Among the points of attention highlighted by FecomercioSP are the need for a clear taxation framework to avoid double taxation and legal uncertainty; the adoption of robust oversight mechanisms to prevent illicit practices such as money laundering; and the evaluation of possible social impacts, especially regarding household indebtedness and the vulnerability of groups more susceptible to gambling addiction.

The organization also stresses that regulation should consider integrating casinos into broader tourism projects, supported by infrastructure that enhances national destinations. This approach can ensure that the activity is not limited to gambling itself, but functions as a driver of regional development.

FecomercioSP supports measures that strengthen the business environment and promote income generation, but believes that the legalization of casinos in Brazil must be accompanied by clear rules, regulatory predictability, and social protection mechanisms,” said Guilherme Dietze, president of the Federation’s Tourism Council.

The institutional position will be forwarded to the lawmakers responsible for reviewing the proposal, as a way to contribute to the debate with technical recommendations that reconcile economic interests with the preservation of legal security and social responsibility.
