According to the committee's chairman, Rogério Correia (Workers' Party-MG), the choice is strategic: the committee can only nominate two bills per year for urgent consideration in the plenary—and one of them will be dedicated to the betting bill. "We can only select two bills per year to request urgent consideration from President Hugo Motta, and we will vote tomorrow," Correia told Globo.
The urgency allows the bill to bypass the other committees and proceed directly to the plenary. The bill raises the tax rate levied on gross betting revenue, currently at 12%, to between 24% and 25%, according to the versions being discussed in the House.
The initiative is led by Workers' Party members and has the backing of the government's economic team, which is seeking to recoup some of the revenue lost due to the MP's end. Finance Minister Fernando Haddad confirmed that the bills for tax adjustments will arrive in the Chamber today, including the one on betting and other tax measures.
"We are sending the restructuring bills today," he told Globonews, reinforcing the government's efforts to neutralize the fiscal impact of the expired provisional measure, estimated at around R$20 billion (US$3.7bn) for 2026.
In addition to the increased taxation on ‘Bets’, the package is expected to include adjustments to financial income, large assets, and financial institutions, reintroducing points that had been removed from the original text of the provisional measure. The Treasury Department's strategy is to divide the proposals into bills to reduce resistance in Congress and allow each measure to advance independently.
With the urgency approved, it will be up to Mayor Hugo Motta (Republicans-PB) to decide when to bring the bill to a vote. The government's supporters are aiming for it to be this Wednesday (22).
The vote comes as the government tries to regain ground after the defeat of the provisional measure, which was withdrawn from the agenda by a vote of 251 to 193. The measure's rapporteur, Carlos Zarattini, had excluded the increase in betting taxes precisely to try to unblock the text—a decision that reduced the revenue estimate and opened the door to criticism even among members of the coalition.
