The meeting was led by Marlon Stafin, Coordinator of Internal Audit at the State Comptroller General’s Office (CGE), who emphasized auditing as an essential tool for institutional security and public integrity.
During his presentation, Stafin stressed that auditing goes beyond a mere technical requirement. “It provides operational security and reinforces oversight in an independent and objective way,” he said.
The speaker highlighted that strengthening auditing practices is a strategic step for Lottopar — both for monitoring its own internal routines and for verifying the compliance of concessionaires.
According to him, this process increases trust among users and the State by ensuring that lottery operations align with the principles of ethics, transparency, and good governance — indispensable elements for preventing financial misconduct.
The lecture was part of Lottopar’s training program, which aims to prepare its team to act with growing technical expertise in Anti–Money Laundering and Counter–Terrorism Financing (AML/CFT) efforts.
Stafin noted that auditing becomes one of the main pillars of governance by ensuring that both the public body and the concessionaire companies act in the public interest while complying with high legal and operational standards.
The three oversight pillars highlighted were:
- Strategic direction: alignment of concessionaires with public goals and objectives;
- Supervision and control: continuous monitoring of contract execution and results;
- Accountability: demand for transparency and concrete evidence of actions taken.
With a didactic approach, Stafin presented the Audit Cycle, consisting of four stages:
- Planning: defining questions and analysis criteria;
- Execution: conducting tests and preparing the Findings Matrix (criteria, condition, cause, effect, and recommendation);
- Reporting: producing clear and objective reports based on documentary evidence;
- Monitoring: tracking recommendations and compliance deadlines by concessionaires.
According to the coordinator, these tools are essential for ensuring the integrity and traceability of lottery operations, consolidating Lottopar’s credibility as a regulatory authority.
At the end, members of the AML/CFT Committee emphasized the importance of the initiative. Marlon Stafin’s lecture is part of Lottopar’s ongoing actions to strengthen its technical staff, enhance preventive auditing processes, and ensure that all lottery operations in Paraná remain safe, transparent, and free from illicit practices.
