The initiative comes amid advances in sports betting regulation in Brazil and heightened public attention to match-fixing cases. The platform allows athletes, managers, fans, and other stakeholders to confidentially report suspicious activity, guaranteeing anonymity and direct referral for investigation.
According to Rodolfo Maia, Managing Partner at Start Bet, sponsor of the Brazilian Women’s Championship, the initiative represents a significant step forward in the maturity of Brazil’s betting market:
“Measures like this are essential for strengthening and bringing credibility to Brazil’s sports betting sector. By guaranteeing whistleblower confidentiality and enabling qualified investigations, the platform directly contributes to the integrity of competitions and the trust of both bettors and operators. It reaffirms the industry’s commitment to responsible, ethical practices aligned with current regulations.”
For Tiago Grecco, CMO at 1PRA1, main sponsor of Avaí Futebol Clube, 'Apita Cidadão' reinforces integrity practices within the national market.
“The launch of 'Apita Cidadão' is an important step toward greater transparency and credibility in Brazilian sports. Integrity must be a shared value between the government and the betting industry. At 1PRA1, we see initiatives like this as essential not only for detecting irregularities but also for raising awareness about responsible gaming and strengthening the regulated market.”
João Gerçossimo, CEO of EstrelaBet, sponsor of Criciúma, also praised the measure: “'Apita Cidadão' is a key initiative to strengthen sports integrity in Brazil and expand institutional response to manipulation. Regulated betting operators already employ technology, data intelligence, and their own reporting channels, in addition to maintaining active partnerships with international bodies like IBIA, Sportradar, and Genius Sports.”
“The new platform, coordinated by an inter-ministerial group that includes the Federal Police, complements these actions and reinforces public confidence in a safe, legal, and sports-driven market.”
Meanwhile, Vinicius Nogueira, CEO of BETesporte, emphasized that sports integrity is a shared priority across the football ecosystem and noted the proactive role of operators: “We see the creation of 'Apita Cidadão' as a positive measure to promote integrity and transparency in Brazilian sports. Combating match-fixing is a shared priority across the entire football chain — including betting companies, federations, clubs, athletes, and fans.”
“We have also done our part through educational workshops in partnership with Sportradar, aimed at players and coaching staff from the teams we sponsor. I have no doubt that official initiatives like this one complement the industry’s ongoing investments in monitoring and education, reinforcing our commitment to an ethical, safe, and trustworthy sports environment.”
'Apita Cidadão' is available online and free of charge, allowing reports from any sports discipline. The channel is part of a broader set of measures by the National Secretariat for Football and Fan Rights, which include strengthening partnerships with international monitoring entities and promoting education and prevention against match-fixing.
