Brazilian state of Sergipe holds public hearing on local lottery regulation

The Sergipe State Public Services Regulatory Agency (Agrese) held public hearing No. 004/2025 virtually this Tuesday (21), which addressed the General Regulation for the Operation of Public Lottery Services in the State of Sergipe. The meeting aimed to promote technical and transparent dialogue on the guidelines that will rule the state's actions in the management and oversight of lottery activities.

Opening the session, Agrese’s president, Luiz Hamilton Santana, emphasized the importance of a participatory process in building regulatory frameworks. “The public hearing is an essential tool to ensure that the regulation of lottery activities in Sergipe is developed democratically, transparently, and aligned with the best practices in the sector. This exchange of experiences contributes to a solid and responsible regulatory model,” he stated.

The hearing featured four speakers and one presenter. Regis Dudena, Secretary of Prizes and Betting at the Ministry of Finance, opened the presentations by highlighting aspects related to Responsible Gaming and the regulatory guidelines that shape Brazil’s betting sector.

Next, Pablo Wosniacki and Rafael Halila, representatives of Lottopar, discussed “State Lotteries: A Legal Analysis”, sharing experiences and best practices in conducting state-level regulation.

Isaac Clemente Coelho, from the Regulatory Agency of Paraná (Agepar), presented on “Regulation of Lottopar by Agepar”, reinforcing the importance of oversight and governance for the proper functioning of the lottery system.

Closing the event, Marco Antônio Queiroz, president of Banese, served as the presenter, highlighting the bank’s role in the development of the state lottery system and its future partnership prospects with the Government of Sergipe.

Following the presentations, Michael Arcieri, Agrese’s Technical Director, underscored the relevance of cooperation between public bodies and specialized entities.

Engaging with experts and institutions already involved in regulating and operating the lottery sector is fundamental for Sergipe to adopt a modern, efficient structure that promotes legal security for all stakeholders,” he noted.

The public hearing is part of Agrese’s consultation and social participation stages, reinforcing the agency’s commitment to transparency, legal certainty, and the improvement of regulated public services in the state.
