Sports Ministry and ANJL sign agreement to promote integrity and Responsible Gaming

The Ministry of Sports of Brazil signed a cooperation agreement with the National Association of Games and Lotteries (ANJL) this Wednesday (22), aiming to strengthen the fight against the manipulation of sports results and promote responsible practices in the operation of the fixed-odds lottery system.

“This agreement aims to establish a cooperation network with the main stakeholders in the regulated sector to ensure that the growth of the betting market aligns with ethics, transparency, and the protection of sports integrity,” said Minister of Sports André Fufuca.

According to the National Secretary for Sports Betting, Giovanni Rocco, this legal instrument will enable joint efforts with the market. “The signing of this cooperation agreement is very important because it allows for closer dialogue with the regulated market—companies that want to operate legally and are capable of creating educational campaigns, training operators, and also combating match-fixing,” he emphasized.

Signed through the National Secretariat for Sports Betting and Economic Development of Sport (Snaede), the partnership does not involve any financial transfers and is aligned with the guidelines of the General Sports Law (Law No. 14,597/2023), Law No. 14,790/2023, and Decree No. 12,110/2024, which grants the Secretariat authority to coordinate preventive measures against match manipulation and to monitor fixed-odds betting activities in Brazil.
 

 

ANJL President Plínio Lemos Jorge emphasized the importance of collaboration. "This partnership with the Ministry of Sports will allow us to implement effective prevention and monitoring mechanisms nationwide. ANJL is committed to working hand in hand with the federal government to ensure a safe, ethical, and transparent betting environment for all Brazilians."

Joint actions

The document outlines initiatives such as educational campaigns on match-fixing and Responsible Gaming, operator training, the exchange of methodologies and technical information, as well as the production of joint studies and reports. The implementation of these actions will be overseen by formally designated representatives from both parties.

The agreement will be valid for 60 months. Also attending the meeting were ANJL President Plínio Augusto Lemos Jorge, Acting Director of Sports Betting Monitoring and Evaluation Emerson Melo, and the association’s Legal Director, Pietro Lorenzoni.
