Measure strengthens network sustainability

Febralot supports creation of Caixa's ‘Bet’ as a structuring strategy for the lottery sector

The Brazilian Federation of Lottery Associations (Febralot) expresses its full support for the initiative to launch Caixa's own ‘Bet’ as a structuring strategy for the lottery sector, the state, and society. For its president Ricardo Amado Costa, 'the bank has managed federal games for decades—which provides credibility, structure, and governance—and we see this initiative as an opportunity to generate social and economic value for the country, for lottery retailers, and for bettors.'

Febralot believes that Caixa’s Bet represents a milestone in modernization, accessibility, and the strengthening of Brazil’s lottery network. Caixa already manages federal games with credibility and governance, and this initiative expands that legacy while creating new value for the nation and responsible bettors,” said Ricardo Amado Costa, president of the entity.

Caixa’s 'Bet' is good for Brazil, good for Caixa, and good for lottery retailers,” added Vicente Beneito Pons, president of Sindelsc. It brings our network into a rapidly growing market — now under public regulation and governance. That matters: here, gaming is legal, transparent, and socially responsible.”

With the largest lottery network in the world, present across all Brazilian states, Caixa Loterias will ensure that its 'Bet' platform is accessible both online and through physical lottery outlets, expanding inclusion, convenience, and nationwide reach.

This integration between the physical and digital environments is seen as a competitive and social advantage, reinforcing the role of the 13,000 lottery shops as trusted points of contact and guidance for bettors. Bets will be digital, but the support will remain human.

The federation emphasizes that the project promotes fair and regulated competition, helping to reduce informal and illegal channels, while ensuring that a significant share of revenues goes to public programs and policies, reinforcing the model’s social purpose.

The president of Febralot also highlighted that the initiative strengthens the economic sustainability of lottery retailers, who generate jobs, stimulate local economies, and act as agents of citizenship and financial inclusion.

The lottery network is a strategic asset. CAIXA's 'Bet' connects physical service with digital operations, reinforcing our presence in municipalities and distinguishing us from operators that work exclusively online. This human connection ensures transparency, safety, and trust,” added Costa.

Support for the initiative also extends to state-level unions. According to Custódio Albano de Albuquerque Junior, president of the Ceará Lottery Companies Union (Sindiloce), the project marks a historic and inclusive milestone: “With Caixa’s Bet, bettors have the assurance of playing on a Brazilian platform backed by institutional oversight, transparency, and social reinvestment. It’s a victory for legality and a strong step toward ensuring that betting revenue benefits society.

Febralot reinforces that Caixa’s 'Bet' brings a model of solid governance, national technology, and social responsibility, with mechanisms for identification, betting limits, and responsible monitoring — ensuring an ethical, safe, and sustainable experience.

We’re betting on modernization, but with solid roots — Caixa’s credibility, the strength of the lottery network, and the governance that Brazil demands,” concluded Ricardo Amado Costa.

In an official statement sent to state unions, Febralot reaffirmed its support for the launch of Caixa’s Bet and highlighted the importance of the network’s 13,000+ outlets across the country.

In our view, the full operation of Caixa’s 'Bet' is essential. It’s not just another product or business line — it’s a public policy initiative for innovation, inclusion, and institutional strengthening. It guarantees that the lottery sector continues to evolve, that revenues are reinvested in society, and that the State fulfills its supervisory and redistributive role,” said Febralot in the statement.

The operation of Caixa’s 'Bet' is vital to maintaining the economic sustainability of lottery retailers, who not only create jobs but also ensure the delivery of public programs and benefits nationwide,” the statement concluded.

For Febralot, “this is a strategic, state-level project.”
