The initiative follows the parameters of federal legislation and best practices already adopted in other Brazilian cities that have successfully implemented municipal lotteries, where revenue directly contributes to the implementation and execution of local public policies.
According to the proposal, revenue will be allocated primarily to the payment of prizes and to the collection of income tax levied on winnings.
In addition, the project establishes strict oversight mechanisms to ensure the credibility of the system and the proper allocation of the funds raised.
Under the Bill, the municipal lottery service will be regulated, executed, and supervised by the Municipal Secretariat of Finance and Budget Execution (Sefin).
According to Mayor Sheila Lemos, the implementation of LotoConquista will strengthen the city’s budget.
“This is a modern initiative, already in place in other major cities, which has delivered significant results for the economy. In Vitória da Conquista, this new source of revenue will expand investment capacity in key areas that are essential for the population’s well-being,” stated the mayor.
