Itaquaquecetuba municipality in São Paulo launches own lottery

The city of Itaquaquecetuba, a municipality of São Paulo, launches held this Thursday (30) the launch of its own lottery. The initiative seeks to strengthen the financing of public policies and expand the municipality's revenue sources. The operation will take place under a public concession regime for 20 years, under the coordination of the Finance Department, responsible for the supervision and regulation of the service, and operated by SPLOTO.

During the event, the operation of the municipal lottery—still in the implementation phase—was presented. Betting is expected to begin in the first quarter of 2026, following the completion of technical and administrative procedures.

“The municipal lottery represents a new form of social investment. Part of the revenue collected will go directly back to the population, funding initiatives that improve quality of life across different sectors. It’s an innovative project that brings financial autonomy to the municipality,” said Mayor Eduardo Boigues.
 


Over the first five years, the plan foresees investments of R$ 4.5 million (US$840,000), gross revenue of R$ 326 million (US$60.7m), R$ 260 million (US$48.5m) in prizes distributed, and R$ 10.7 million (US$2m) in direct and indirect transfers to the municipality. In addition to the economic impact, the operation is expected to create over 200 jobs and offer 24-hour customer service via toll-free number (0800), WhatsApp, and email.

The municipal lottery will feature four main modalities: fixed-odds (physical and online sports betting), instant (physical and virtual scratch cards), numerical prognostics (such as Mega-Sena, Quina, and Keno), and passive (similar to the Federal Lottery and capitalization bonds).
 


Bets may also be placed in a digital environment with international security certification. The sales network will include over 200 non-dedicated points and 10 exclusive points among lottery agencies and accredited partners.

The city government and SPLOTO, the company responsible for the operation, have established Responsible Gaming policies focused on addiction prevention, prohibition of betting by minors under 18, and educational campaigns promoting conscious gambling practices.
 


“The creation of the municipal lottery is the result of planning and responsibility. The process followed all legal stages and is aligned with good public governance practices. It’s an achievement that combines innovation and integrity,” said Government Secretary Marcello Barbosa.

Finance Secretary Peterson Ferreira emphasized the economic impact and fiscal balance for the city: “The lottery is a sustainable alternative to generate revenue without increasing taxes. These resources will strengthen investments in social, cultural, sports, health, and public safety initiatives, while ensuring greater financial autonomy for the municipality, with legal security and transparency.”
