Loterj presents Rio de Janeiro’s regulatory model in London as an example of development

The president of Loterj, Hazenclever Lopes Cançado, highlighted this Thursday (31) during the LIDE Brazil–UK Forum in London, the pioneering spirit and solidity of Rio de Janeiro’s regulatory model as a reference for the economic and social development of Brazil. He presented the advances of RJ, which registered a growth of 3.9% in GDP in 2024, 15% above the national average, and highlighted the role of the agency in the modernization of the gaming sector and in the expansion of social investments.

 

Even amid global uncertainty, the state continues to invest in infrastructure and housing, consolidating itself as one of the driving forces of Brazil’s economy.

Under the strong and determined leadership of Governor Cláudio Castro, Rio has regained its direction — a state that acts, reacts, and transforms through the determination of a government unafraid of hard work and major challenges,” said Hazenclever Lopes Cançado.

During the event, the president announced that the regulatory model adopted by the state could generate up to 65,000 direct jobs through the implementation of video lottery terminals (VLTs) in sports bars. According to him, legal and regulated gaming is an instrument of development and inclusion, not just a source of revenue.

The greatest potential of gaming and lottery products lies not in revenue, but in people,” he emphasized.
 


Since 2021, Loterj has multiplied its social budget more than fortyfold — rising from R$ 1.3 million (US$242,000) to over R$ 45 million (US$8.4m) in 2025. The funds are allocated to sports, cultural, and inclusion projects that transform lives across all regions of the state.

This isn’t luck — it’s management, strategy, and commitment to the people. Loterj goes far beyond gaming: it turns luck into a path for social transformation,” said Hazenclever.

Concluding his remarks, the president stressed that Rio’s model — based on governance, transparency, and a focus on social well-being — should inspire Brazil’s national betting framework and strengthen cooperation between Brazil and the United Kingdom in regulation and innovation.
