Paraíba strengthens regulation with LOTEP’s new Responsible Gaming Ordinance

The State Lottery of Paraíba (LOTEP) has published Ordinance No. 36/2025 in the Official State Gazette, establishing the rules of the Responsible Gaming Policy within the state. The measure updates local regulation, aligning it with international best practices and the requirements of the Secretariat of Prizes and Betting of the Ministry of Finance (SPA/MF).

The new regulatory framework seeks to balance the expansion of the lottery market with consumer protection, reinforcing that gambling should always remain a safe and transparent form of entertainment.

Among its key provisions, the Ordinance establishes:

-A complete ban on participation by individuals under 18 years of age;

-Self-limit and self-exclusion tools to prevent gambling addiction;

-Strict verification of player identity;

-Clear rules for socially responsible advertising and marketing;

-Implementation of LOTEP’s Centralized Self-Exclusion System;

-Ongoing training programs on Responsible Gaming for operators.

According to LOTEP Superintendent Francisco Petrônio de Oliveira Rolim, the publication provides security and predictability for the sector: “This is a measure that protects consumers and strengthens market integrity. We are offering clear rules, aligned with national and international standards, to ensure transparency, social responsibility, and legal certainty.

Graziele Batista, Chair of LOTEP’s Responsible Gaming Commission, emphasized the social aspect of the measure: “More than just a regulatory milestone, this Ordinance represents a commitment to public health and the prevention of social risks. Player well-being becomes a priority throughout the entire ecosystem,” she highlighted.

With the publication, operators have 120 days to comply with the new rules. The Ordinance provides the sector with a stable, trustworthy, and competitive regulatory environment, positioning Paraíba as a state aligned with global best practices and federal guidelines for the gaming and lottery sector.
