Representing the State of Rio de Janeiro, Loterj President Hazenclever Lopes Cançado and Vice President Fabíola Esteves participated in the event.
The top executives met with Karen Marcela Sierra-Hughes, GLI’s Vice President for Latin America and the Caribbean, James Maida, Global CEO, as well as Georges Didier Flores, Latin American Regional Director, and Hugo Leite, Business & Government Relations Executive for Brazil.
GLI is recognized worldwide for ensuring that the gaming industry operates with security, integrity, and transparency.

The presence of Loterj at G2E underscores Rio de Janeiro’s growing prominence on the international stage, driven by its innovative regulatory framework for 'Bets' and VLTs — initiatives that have transformed the local market while boosting tourism, job creation, and foreign investment across the state.
“Loterj’s presence at G2E and our dialogue with institutions such as GLI confirm that Rio de Janeiro is on the right path. We are pioneers with a solid, transparent model that inspires confidence and attracts global attention,” said Hazenclever Lopes Cançado, President of Loterj.
Loterj is the first Brazilian state lottery to regulate Bets and VLTs, establishing a regulatory model that combines innovation, legal security, and positive social impact — an approach that has gained international recognition.
“Our goal is clear: to make state regulation a model of responsibility, innovation, and social transformation. Rio is not just following the future of the industry — we are helping build it. The world is watching Rio de Janeiro, and Loterj continues to pave the way for modern, responsible, and opportunity-driven regulation,” added Cançado.

The Global Gaming Expo (G2E) 2025, the world’s largest event for the gaming and betting industry, began this Monday (6) in Las Vegas, bringing together industry leaders, regulators, and companies shaping the future of gaming, technology, and entertainment.
Organized by the American Gaming Association (AGA) and RX, G2E celebrates its 25th anniversary this year, consolidating its position as the leading global meeting point for innovation, regulation, and technology in gaming.
Vice President Fabíola Esteves reinforced Rio de Janeiro’s strategic role in this new landscape: “The regulation of VLTs and the strengthening of legal betting create an environment conducive to tourism and high-quality entertainment. Rio is ready to attract new investments, generate thousands of jobs, and position itself as a benchmark destination for innovation and responsible leisure.”
In addition to the meeting with GLI, Cançado and Esteves are engaging with other international executives and investors interested in Rio de Janeiro’s regulated gaming market. Their goal is to present the opportunities opened by the state’s new regulatory framework, which combines technological innovation, legal certainty, and social impact.
Loterj, an autonomous agency of the Government of the State of Rio de Janeiro, reaffirms its commitment to a modern, transparent regulatory model aligned with international best practices — one that integrates economic growth, tourism development, and positive social transformation across the state.
