According to the president of the CNI, Ricardo Alban, the progress of the manifesto demonstrates the productive sector's concern with tax disparity.
"Our goal is to guarantee balance and tax justice for those who invest in Brazil's future. While the productive sector faces a high tax burden, the digital betting market pays much less in taxes and also drains resources from the real economy," he states.
The CIDE-Bets (a tax on betting) would have the potential to raise R$8.5 billion (US$1.6bn) in 2026, if approved this year. From 2027 onwards, the contribution would be replaced by the selective tax created in the tax reform.
The measure also has a regulatory character: by increasing the immediate cost of betting, the mechanism can reduce addiction and decrease the annual volume wagered, potentially from 70 billion reais to approximately R$56.6 billion (US$10.6bn).
