At least one exclusive store will be created, operated by the concessionaire selected through the bidding process, and at least 30 accredited retail points will be established for distributing the municipality’s lottery products.
According to the document, five lottery modalities will be offered:
I – Federal-style lottery (passive type): the bettor purchases a pre-numbered ticket, either in physical (printed) or digital (electronic) format;
II – Numerical prognostics lottery: the bettor attempts to predict the numbers that will be drawn;
III – Specific prognostics lottery: lottery established under Law No. 11,345 of September 14, 2006;
IV – Sports prognostics lottery: the bettor attempts to predict the outcomes of sports events;
V – Exclusive instant lottery (Lotex): a lottery that immediately reveals whether the bettor has won a prize.
“Within the scope of this concession, five distinct lottery and gaming modalities may be operated, falling under the categories of prognostics, passive lottery, and online games, in accordance with current federal legislation and applicable supplementary regulations, as well as market conditions and developments,” the Municipality stated.
Draw frequency
- Numerical prognostics lottery: Draws may take place daily or weekly.
- Specific prognostics lottery: Draw schedules will follow the periodicity defined in their respective game plans, which may be weekly, biweekly, or monthly, depending on the regulatory model adopted and the economic and operational viability defined by the competent authority.
- Sports prognostics lottery: Results will be determined according to the actual completion of sports events included in the betting program, following the official calendar released by the sports organizations. The operator will be responsible for updating the system and odds in real time.
- Instant lottery: By nature, this modality does not depend on a specific date or time, as results are revealed instantly at the moment of participation, upon exposure of the physical or digital ticket.
Online games: Online game frequency will depend on each category:
- RNG games (such as slots, scratch cards, and crash games) will be available 24/7, with automated and immediate results when bets are placed.
- Live games: Held according to real-time broadcast schedules from studios, available continuously or in time blocks, depending on the operator’s programming.
Prize payments
Prize payments will be made exclusively in Brazilian currency, via bank transfer, Pix, or another secure electronic method made available and regulated by the operator. To receive a prize, bettors must present the winning ticket or digital proof of the winning bet, according to the modality:
I – Physical tickets: must be presented at an authorized retail point (PDV), along with a valid photo ID;
II – Online bets: payment can be requested directly through the official app or platform, upon identity verification and automated confirmation of the winning bet.
“The lottery will allow major investments”
In a recent interview with host Hélio Carracena on Diário TV, Mayor Leonardo Vasconcellos explained the legal foundation and financial potential of the new lottery. He emphasized that the goal is not to encourage gambling, but to retain in the city the money that currently flows to state and federal lotteries.
“The Supreme Federal Court ruled that municipalities may operate their own lotteries, and we have studied this extensively. The city drafted its own law, which we sent to the City Council. The law was approved, creating the Teresópolis Lottery, Sorte Teresópolis. We are not selling anything—we granted the right to operate the lottery to companies already used to working with this type of activity. And with that, we expect to generate nearly R$700 million (US$131m) over twenty years,” he noted.
