“Less than two years ago, at the beginning of 2024, the Secretariat of Prizes and Betting was created and began to dictate its rules. Caixa, which has been operating since the 1960s, has a lot to contribute to the sector because it already has expertise in the operation of traditional lotteries. So, we can contribute to regulation and ethical transparency in the sector,” says Juliano Fernandes Bourim.
At the II Safe Sport Forum, held by IOB – the education area of ??the COB, Juliano participated in the opening round table “Ethics and Integrity in Sport” led by Donata Taddia, Ethics and Compliance Policy Officer of the International Olympic Committee, with the participation of Danielle Maiollini, Vice-President of the Special Commission on Sports Law and moderated by Ricardo Nobre, Legal Manager of the COB and DPMC - Focal Point of the International Olympic Committee (IOC) for Match-Finding in Brazil.
During the event, Juliano argued that the sports betting sector can greatly benefit from the expertise of the National Financial System. He further stated the importance of the betting sector contracting a financial institution, a payment processing company, that will handle financial matters using its expertise specific to the sector.
“Banks and payment institutions authorized by the Central Bank already have decades of expertise in procedures that prevent fraud and money laundering and aim to identify their clients. In the case of Caixa, there is a well-established responsible gaming program certified by the World Lottery Association (WLA),” he affirms.
“If we were to operate with bets, we would be able to use all this expertise that we already have,” he concludes.
Finally, on behalf of the main Olympic sponsor of the Brazilian Olympic Committee, Juliano argues that betting cannot be considered solely from a profit perspective. “Sports betting needs to have a purpose. It can't be betting for its own sake, solely and exclusively for profit. It needs to have a purpose. And I think that sport is the noblest purpose for betting,” he said.
