The Economic Affairs Committee (CAE) has again postponed the discussion and vote on the Bill that increases the taxation of betting from 12% to 24%. The rapporteur for the matter, Senator Eduardo Braga (MDB-AM), proposed a phased increase for the sector, which will be taxed at 15% in 2026 and 2027, rising to 18% in 2028.
In his speech, Eduardo Braga reiterated the need for the government to curb the proliferation of illegal betting sites in a way that does not harm licensed ones and aims to bring those operating in the black market into legality.
In proposing the phased increase, he made it clear that the measure takes into account not harming companies operating legally. At the same time, he presented measures to combat the proliferation of illegal fintechs, which operate in conjunction with unlicensed betting sites, increasing the black market.
He also proposed the creation of a more robust legal framework for betting so that the Ministry of Finance has more tools to combat illegal sports betting and online gambling. “We have to close the door on illegality. We created a legal mechanism, a legal command text, to put an end to this illegality that afflicts and impacts the Brazilian economy,” he said.
Among the proposed measures are the removal of advertising for illegal betting sites, mandatory quarterly reports from banks and payment institutions on betting site transactions, and integration with anti-fraud systems.
Following his statement, Senator Rogério Marinho (PL-RN) reiterated his opposition to betting sites and said he would even approve an increase in the sector's taxation to 50%, but given Eduardo Braga's comments and the changes proposed by the rapporteur, he requested a new review of the matter.
The president of the CAE, Renan Calheiros (MDB-AL), accepted the request and ended the discussion on the topic, stating that the vote on the matter in the Committee on Economic Affairs is postponed to December 2nd.
