The establishment of ALEB comes at a moment of expansion and professionalization in the lottery market and reinforces the relevance of state authorities in building a safe, responsible environment aligned with the competencies established by the Federal Constitution.
Objectives and institutional role
The Association was structured to operate across several strategic fronts. Among its main objectives are:
* to jointly represent the interests of its members;
* to contribute to the development, improvement, and consolidation of regulations and public policies related to the sector, especially regarding state-level competencies;
* to support actions aimed at integrity, governance, compliance, social responsibility, and the promotion of Responsible Gaming;
* to foster the exchange of experiences, information, data, and best practices among state lotteries.
ALEB thus seeks to strengthen the state lottery ecosystem by promoting institutional alignment, technical qualification, and integration among its members.
Membership conditional on respecting territorial limits
The Association remains open to the entry of new states. However, it sets as an essential condition for membership the strict observance of territorial limitations on lottery operations, a guideline established in its Bylaws.
This requirement ensures that all member lotteries fully adhere to the constitutional interpretation that states may only operate lotteries within their own geographic boundaries. The Bylaws also stipulate that any violation of this principle constitutes grounds for removal of the member, following deliberation by the General Assembly.
Framework
With the creation of ALEB, state lotteries now have a representative entity capable of expanding dialogue with regulatory bodies, other sector organizations, government institutions, and international reference institutions.
The initiative reinforces the states’ commitment to responsible, transparent action aligned with best practices, contributing to the consolidation of a safer, more modern, and more efficient lottery market throughout the country.
ALEB’s initial member states and their respective representatives are Maranhão (Cassiano Pereira Júnior), Minas Gerais (Onésimo Diniz Moreira), Mato Grosso do Sul (Wilson Alonso Costa), and Paraná, represented by the president of Lottopar, Daniel Romanowski.
The states are at different stages of development. Although ALEB currently has four member states, it remains open to new members who share the same objectives. Interested parties may contact the representatives of each state to initiate their membership applications, which will be submitted for consideration by the Assembly.
