Finance Panel approves lottery fund redistribution to include the Brazilian Club Committee

The Finance and Taxation Panel of Brazil’s Chamber of Deputies has approved a bill that reallocates funds from numerical prognostic lotteries to the the Brazilian Club Committee (CBC). These resources were previously directed to the National Federation of Sports Clubs (Fenaclubes). Under the proposal, reported by Deputy Laura Carneiro, the CBC will receive 0.01% of total lottery revenue.

Numerical prognostic lotteries are those in which bettors try to predict the drawn numbers, such as Mega-Sena and Quina. Currently, Fenaclubes receives 0.01% of the revenue from these lotteries.

The text maintains the current use of these funds — training, education, and qualification of sports club managers — as well as oversight by the Federal Court of Accounts (TCU), as established in Law 13.756/2018.

At the recommendation of the rapporteur, Deputy Laura Carneiro, the committee approved the substitute text adopted earlier by the Sports Committee to Bill 2584/25, authored by Deputy Julio Cesar Ribeiro. The substitute makes minor adjustments to the original wording.

The CBC is part of the National Sports System (Sinesp), alongside the Brazilian Olympic Committee (COB) and other entities, focusing on the development of Olympic and Paralympic athletes. Meanwhile, Fenaclubes acts as an institutional representative for clubs before the government and Congress, but it is not part of Sinesp.

Next steps

The bill will now be reviewed, in a conclusive manner, by the Constitution, Justice, and Citizenship Committee (CCJ). To become law, the proposal must be approved by both the Chamber of Deputies and the Federal Senate.
