Maranhão files petition with Brazil’s Supreme Court to defend state-level 'Bets'

The Maranhão state government submitted a petition to the Supreme Federal Court (STF) this Wednesday (5) in defense of 'Bets'. The State Attorney General’s Office filed a request to join as an 'amicus curiae' in one of the ongoing lawsuits seeking to have Brazil’s sports betting law declared unconstitutional. The case already includes several entities admitted as “friends of the Court.”

In its petition, the Maranhão government stated: “Contrary to the claimant’s allegations, the 'Bets' Law promotes a safe and controlled gaming environment by establishing strict measures to prevent addiction and delinquency. Proper regulation, rather than worsening social problems, mitigates them through control and prevention mechanisms expressly provided for in the law.”

The state also emphasized that the regulation of sports betting brings significant economic and social benefits to Brazil: “First and foremost, the regulated sector creates formal employment opportunities across various areas — from technological development to customer service — helping reduce unemployment.”

Furthermore, regulated activity generates substantial tax revenue for the federal, state, and municipal governments, strengthening public finances,” the State Attorney General’s Office added.

In justifying its request to join the case as amicus curiae, Maranhão highlighted the creation of its state lottery, Lotema.

All studies and procedures for the implementation of the Maranhão State Lottery were carried out under strict criteria for operator accreditation, supported by both state and federal legislation,” the document states.
