Chamber approves projects that limit advertising by online betting houses in Belo Horizonte

The Belo Horizonte City Council approved two Bills this Thursday (6) that restrict advertising by betting houses in the capital of Minas Gerais. Bill 297/25 limits the broadcasting of betting ads and prohibits sponsorship of sporting, cultural, civic and educational events. Bill 362/2025 bans the distribution of gifts and coupons, raffles, promotion of events and championships and the provision of totems or other equipment that allow access to betting in commercial establishments.

With the first-round approval, the proposals return to the committees for consideration of amendments before the final vote. If it obtains another favorable vote from the majority of council members (21), the text will be sent to Mayor Álvaro Damião for approval or veto.

Bill 297/2025, authored by Pedro Rousseff (PT), limits the advertising of betting, including bets involving election results. It also prohibits sponsorship of sporting, cultural, civic, educational, or similar events by these companies, as well as indirect advertising on social media and the pre-installation of betting applications on electronic devices.

The prohibitions do not apply to lottery games, raffles held by public bodies, or private betting companies authorized by federal law.

Bill 362/2025 was authored by council members Wagner Ferreira (PV), Edmar Branco (PCdoB), Flávia Borja (DC), Iza Lourença (Psol), José Ferreira (Pode), Juhlia Santos (Psol), Lucas Ganem (Pode), and Luiza Dulci (PT).

In addition to prohibiting any form of online betting advertising in the municipality, the proposal specifically prohibits the distribution of gifts and coupons, the holding of raffles, the promotion of events and championships, and the provision of kiosks or other equipment that allow access to betting in commercial establishments.

The government leader, Bruno Miranda (PDT), highlighted the relevance of the topic, but warned of the need to debate legal issues and adjust the texts in the form of a substitute bill, to "create a law that is viable from a constitutional point of view and that has an effect on the lives of the citizens of Belo Horizonte," he said.

The matter returns for analysis by the Committees on Legislation and Justice; Environment, Animal Protection and Urban Policy; Public Administration and Public Security; and Urban Mobility, Industry, Commerce and Services, before returning to the Plenary. Final approval depends on a new favorable vote from the majority of parliamentarians (21).
