Project that reduces tax on ‘Bets’ in Belo Horizonte advances in the Chamber

The Budget and Finance Committee of the Belo Horizonte City Council approved last Friday (28) the project of Mayor Álvaro Damião that reduces the tax on ‘Bets’ from 5% to 2%. The proposal now goes to discussion and voting in the first round in the Plenary, with no date yet set for consideration.

Bill 503/2025 proposes a significant reduction in the tax rate on betting platform activities, decreasing it from 5% to 2%. The proposal has generated intense debate in the municipal legislature, mainly due to concerns from some council members about the potential negative impacts of the expansion of betting platforms in the city.

The Belo Horizonte City Hall presents arguments in favor of the tax reduction:

* The estimated tax waiver would be R$ 11,685.34 (US$ 2,190) in 2025 and R$ 12,269.61 (US$2,300) for the following year, an amount considered low compared to the potential for future revenue.

* The main objective is to stimulate the establishment of new companies in the sector in the city, aiming to strengthen the local economy.

* The measure seeks to maintain Belo Horizonte's competitiveness in relation to other capitals, such as São Paulo and Porto Alegre, which have already implemented similar reductions.

The municipal administration warns that, without this tax adjustment, the capital of Minas Gerais "risks losing significant revenue opportunities."

To be approved, the bill needs 28 favorable votes in the plenary session. So far, no amendments have been presented to the original text, which may facilitate its passage to a final vote.
