Regis Dudena, Secretary of Prizes and Betting, signs the document in accordance with Article 55, paragraph I, of Annex I of Decree No. 11,907, of January 30, 2024, and considering the provisions of Law No. 13,756, of December 12, 2018, Law No. 14,790, of December 29, 2023, and Article 29 of Decree No. 12,002, of April 22, 2024.
The document opens a public consultation to obtain contributions and information for the preparation of the Regulatory Agenda of the Secretariat of Prizes and Betting for the biennium 2026/2027.
The public consultation will last forty-five days, beginning on December 1st and ending on January 14th, 2026.
Any individual or legal entity may participate in the public consultation referred to in this Notice through the Portal Brasil Participativo, accessible via the link Public Consultation: Regulatory Agenda of the Secretariat of Prizes and Betting for the biennium 2026-2027 - Brasil Participativo.
The Secretariat of Prizes and Betting (SPA) is responsible for developing and implementing the regulatory policy for the economic activity of various lottery modalities, such as fixed-odds betting, numerical, sports and specific prediction lotteries, and lotteries conducted by horse racing promoters; the free distribution of goods, for advertising purposes, through raffles; and the advance collection of popular savings.
The SPA/MF invites citizens, companies, specialists, consumer-bettors, and activists from all segments of civil society interested in contributing to the development of its regulatory agenda for the 2026/2027 biennium to participate in this public consultation.
The SPA is committed to promoting technically sound and transparent regulation, marked by legal certainty and guaranteed participation and dialogue with those involved.
Once the consultation period is over, the submissions will be analyzed by the Secretariat of Prizes and Betting of the Ministry of Finance, as established in Article 31, sole paragraph, of Decree No. 12,002, of April 22, 2024. The final deadline for analysis is January 29, 2025, with publication of the results on January 30.
